Here are some links to sites that might be useful or which I think are worth following. The first is a link to Vodafone Public Policy papers, which I started and ran for a number of years. It started because I wanted to recycle papers I had commissioned for internal purposes but which I thought would interest a wider audience. Over the years we explored various issues where new thinking was needed, notably in spectrum policy and in the economics of the internet. 

The other links are to friends at Communications Chambers (very good on the superfast broadband issue and on much else besides), Martin Geddes (always interesting, although I do not understand it all) and Plum (where Brian Williamson and colleagues think carefully about how markets and technologies are evolving).
